A Design Paradox: When the Same User Interface Creates Different Experiences

Navigating the cultural landscape in UX design

When Meta launched Threads in July 2023, it positioned the product as a global competitor to X, formerly Twitter, a text-based social platform with a consistent user interface across all markets. Yet Taiwan quickly became one of Threads’ strongest markets, accounting for an estimated 18 to 26 percent of its global Web traffic, despite having a population of only 23 million. Users adopted the same product for very different reasons across markets.

In the United States, Threads struggled to differentiate itself from X, many perceiving it as a very similar product with a familiar user interface, but few distinct features or clear advantages. In Taiwan, however, Threads filled a gap with a capability that the country’s digital landscape had long lacked.

This raises an important question for UX designers: since Meta had designed the same product for everyone, why did it produce such different user experiences around the world? This column examines how the same UX design affordances, including a chronological-feeling feed, conversation design, reply visibility, and moderation, led to different user outcomes across markets, and what this reveals about designing global products.

When Platform Choice Reflects Problems in the Wider Media Environment

Taiwan’s news ecosystem presents challenges that differ from those of many Western markets. News outlets are highly competitive and often rely on sensational content to capture attention, while public trust in traditional media remains relatively low. A 2025 study found that 80 percent of Taiwanese rely primarily on Web sites and social media for news. Foreign actors have also exploited Taiwan’s open media environment to spread disinformation. Meanwhile, although Facebook dominates social networking, many users perceive its algorithm as being opaque and overly influential. Instagram focuses on visual content, while LINE and WhatsApp are primarily private-messaging platforms rather than spaces for public discussion.

There was no established platform for real-time public discussion, collective political participation, and open information exchange without heavy algorithmic mediation. Twitter never gained widespread adoption in Taiwan, with only 1 to 5 percent of the population using it. When Threads launched with a Twitter-like user interface, it did not appear to be just another similar alternative. Instead, it appeared to address an unmet need. More importantly, its relatively lightweight algorithm felt more transparent than Facebook’s recommendation system, while its public-conversation model felt more authentic than Instagram’s highly curated feeds.

While the design was not intended for this use case, the platform’s affordances made emergent behavior possible. When Typhoon Danas struck Taiwan in July 2025, official news channels repeatedly broadcast the same footage. Threads users created something different: the decentralized, real-time disaster feed shown in Figure 1. Users shared the water levels in their neighborhoods, reported blocked roads and power outages, and asked others to check on elderly relatives. This was not a feature that Meta had explicitly designed. This model emerged because the platform’s affordances, public conversations, real-time updates, location-specific discussions, and limited algorithmic reranking had enabled collective coordination. Affordances that appear generic in one context can become essential infrastructure in another.

How Context Transforms Design Affordances

Meta had designed the set of product affordances that is shown in Figure 2, which is a screenshot from the App Store. Threads’ affordances described the possibilities for action that emerged from the relationship between the user interface and its users. These affordances enabled certain behaviors while constraining others.

While we often discuss affordances in terms of their interaction design, the Threads case suggests a broader interpretation. The same user interface can produce different behaviors depending on the surrounding media ecosystem, cultural expectations, and social needs.

Meta optimized Threads for a global launch rather than for global use. These are fundamentally different goals. Launching globally emphasizes the goal of adoption at scale. Designing for global use requires understanding the different problems users are trying to solve. In Taiwan, the absence of a trusted public-discussion platform meant Threads’ minimal affordances aligned closely with users’ needs. In the United States, where X had already fulfilled that role, the same affordances felt limiting.

Chronological-Feeling Feed

Users in the United States perceived Threads’ chronological-feeling feed as a limitation. They expected algorithmic discovery, including content from accounts they do not follow, trending topics, and personalized recommendations. As a result, they often interpreted the feed on Threads as incomplete.

In Taiwan, the same structure aligned with users’ expectations. Given users’ concerns about algorithmic manipulation and polarization in traditional media, they expressed a preference for feeds that felt less filtered. A chronological presentation signals transparency: “This is what people posted, not what an algorithm selected.”

Quote-Posting and Conversation Design

Quote posting on Threads illustrates a deliberate design decision in the platform’s evolution. At launch, they intentionally omitted the feature to reduce quote dunking, the practice of taking a post out of context and publicly mocking it. This absence influenced user behavior. In Taiwan, without the ability to publicly mock posts through quoting, users defaulted to direct replies. This encouraged dialogue rather than performance.

Even after Meta introduced quote functionality in November 2024, the implementation differed from X’s quote tweets. Users can quote only saved or liked posts, introducing friction that discourages performative use. The result is a system in which direct conversations remain more prominent than public amplification.

Public Replies and Voice Visibility

The structure of public replies produced a similar contextual effect. In the United States, users often expect signal-to-noise filtering, including ranked replies and mechanisms to collapse lower-quality responses. In Taiwan, the flat reply structure supported collective voice formation.

During the 2024 election and in disaster-response contexts, replies appeared with relatively even visibility, with fewer explicit cues indicating hierarchy in comparison to platforms such as X. This created a perception of visibility without hierarchy, which aligned with user expectations in high-uncertainty environments.

Identity and Authenticity

The requirement to link Threads accounts to Instagram produced different user interpretations across markets. In the United States, many perceived this as friction and a privacy concern, particularly where users preferred separation between identities.

In Taiwan, people interpreted the same requirement differently. Because Instagram is primarily visual and personal, users perceived Threads as a distinct communication space rather than an extension of identity performance. The system was not anonymous, but it did not impose the same level of identity formalization as other platforms. This created a balance between familiarity and expressive freedom.

Moderation and Trust

The minimal moderation user interface also produced distinct trust dynamics. Threads provides limited explicit guidance on community rules. In the United States, many interpreted this ambiguity as a lack of clarity or institutional support.

In Taiwan, users more often interpreted the absence of visible moderation as neutrality. Users perceived the platform as less interventionist, which contributed to a sense of openness. Instead of explicit enforcement, community norms emerged organically, including preferences for authenticity, informal expression, and collective regulation of corporate content.

What This Reveals About UX Design

Threads succeeded in Taiwan not because Meta designed it specifically for that market but because users encountered a configuration of affordances that aligned with local informational and social conditions.

The effectiveness of the design was not the result of localization but of interpretive flexibility. A chronological-feeling feed that felt incomplete in one context felt transparent in another. A flat reply structure that appeared noisy in one context supported collective visibility in another.

This outcome reframes how we should design global products. The objective is not to produce a uniform experience across markets but to design systems that remain interpretable and adaptable across different contexts.

As UX designers, we do not directly design experiences. We design the conditions under which experiences emerge. Once a company releases a product, its meaning is no longer defined solely by its design but by the environments in which people use it and the expectations they project onto it.
